Mr Arthur Ling Koon Hwai

Arthur holds a Bachelor of Arts in Social Work from the National University of Singapore and a Master of Applied Psychology from the National Institute of Education, with further training in Family and Marital Therapy.

He was a driving force during the establishment of Fei Yue in the 1990s, where he balanced leadership roles with active frontline work, including direct counselling, facilitating parenting groups and conducting marital programmes.

In 2007, he joined Touch Family Services Limited as the Director, overseeing daily operations for counselling, social support, family life education and adoption services. He re-joined Fei Yue in 2013 and assumed the role of Chief Executive in 2021, where he continues to lead over 800 employees to effect life transformation.

Ms Aw Lay Hoon

Lay Hoon graduated from Edith Cowan University with a Bachelor of Social Science and continued her studies to pursue a Master of Social Science from the same university. 

In addition to providing counselling services, Lay Hoon played is pivotal role in pioneering Family Life Education programmes in Chinese at Fei Yue. Under her leadership, Fei Yue developed many parenting programmes and trained many programme facilitators, contributing to the strengthening of family bonds within Mandarin-speaking families in Singapore. 

Subsequently, Lay Hoon was entrusted to lead the Prison Care Services division. She successfully forged strong partnerships with Singapore Prison, working collaboratively to provide services to inmates and their families, both during and after their incarceration. 

Currently, Lay Hoon holds the position of Division Head for Eldercare Services, where she oversees the operations of all services related to the elderly at Fei Yue. This includes Active Ageing Centre, Home Care Services, Senior Group Home, Community Case Management Programme, and Elder Education programmes.

Ms Joyz Tan Dunlin

Joyz graduated from the National University of Singapore with a Bachelor’s degree in Social Work and Geography. She went on to obtain a Professional Diploma in Kindergarten Education at Singapore Polytechnic in 2016 and completed a Graduate Diploma in Workplace Learning Design and Solutions in 2023. In addition to her academic achievements, she holds certifications as a Cyberwellness Trainer, Behavioral Consultant, Neuro-Linguistic Programming Practitioner, and Clifton Strengths Coach.

For 12 years, Joyz worked as a Senior Social Worker in Fei Yue. She guided premature school leavers, youths at risk of cyber-addiction, and youths who committed offenses. She also served as the Head of various Departments, namely New Media Department, Rehabilitation Programmes Department and Youth Development Programmes Department, overseeing and supervising programmes and caseworkers.  Having gained experiences working with youths, she also built volunteers and practitioners’ competencies in working with and counselling youths. Currently, Joyz serves in the Senior Management Team and oversees the Family and Counselling Services Division.  She looks into the provision of quality social work interventions for FSCs and Child Protection Specialist Centre. She is also committed to take care of the well-being of her colleagues, in order that they may serve the community passionately and effectively.

Ms Lynn Lim Lay Muay

Lynn holds a master’s degree in business administration with a specialisation in Human Resource Management (HRM). She became a part of Fei Yue on 1 Oct 1998 and played a pivotal role in the organisation’s success in attaining the People Developer (PD), Singapore Quality Class (SQC) and Business Excellence Award. Additionally, her dedicated efforts and the effective systems she implemented to oversee our volunteer pool earned the organisation the Non-Profit Organisation Award for Volunteer Management by NVPC. During the same period, up to 2016, she spearheaded the creation of Eldercare Services, including the establishment of Active Ageing Centres, Cluster Supports, Senior Group Homes, Homecare Services, Community Mental Health and Caregiver Support and Respite services. She also initiated projects such as the Advance Care Planning, Palliative Care, Community Befriending, Elder Education, and

Intergenerational Bonding Projects. Under her leadership, the team achieved significant recognition, winning four intergenerational bonding awards over three consecutive years, and securing the Fei Yue Most Innovative Project Award for a decade. Since the year 2000, she has been at the helm of the HR department, leading a team of HR professionals and managing all aspects of HR operations for a workforce of 780 employees. She is a key figure within senior management, actively participating in matters related to HR and taking part in strategic decision-making and change management initiatives. She is a strategic thinker with a proven track record in developing and implementing HR initiatives that drive organisational success, improve employee engagement, and foster a positive work culture. Under her leadership, the organisation attained the Great Place to Work certification in 2023. She is currently the Co-Division Head of Corporate Services Division, overseeing the operation of Human Resource and Admin department.

Ms Iris Lin Liping

Iris graduated from the National University of Singapore with a Bachelor’s degree in Social Work and Psychology. She went on to obtain a Post Graduate Diploma Certificate (Solutions Focused Brief Therapy) in 2004. In 2007, she completed her Master of Social Science (Counselling) with Edith Cowan University, Australia.

Iris started her social work journey in Fei Yue working with youths and families. In particular, she worked closely and curated programmes for youths who committed petty offences and worked with various stakeholders to help youths rehabilitate better in the community. She was subsequently appointed the Division Head for Youth overseeing and managing programmes and caseworkers. She is currently heading the Early Intervention Programme for Infants and Children in Fei Yue, unifying the multi-disciplinary team with organisation’s vision and providing strategic direction for the team

Currently, Iris serves in the Senior Management team and her passion is in the development of young social workers and sector leaders who want to do good work to serve the vulnerable groups in Singapore.

Ms Wong Ying Li

Ms Wong Ying Li graduated from the National University of Singapore in 2006 with a bachelor’s degree in social work. In 2009, she obtained a post-graduate diploma in Solution-Focused Brief Therapy from the Canadian Council of Professional Certification. In 2015, she also completed her Graduate Certificate in Narrative Therapy with Dulwich Centre, Adelaide, and obtained her Post Graduate Certificate in Systemic Thinking and Approaches: Applications in Social Work and Clinical Practice from Counselling and Care Centre. She was trained in Trauma-focused CBT in 2018. Ying Li joined Fei Yue in 2006 after graduating as a social worker. She worked with children, youths and their families

through outreach, casework and groupwork in various programmes under Fei Yue. She also pioneered the Youth GO! Programme in Fei Yue in 2012. Currently, Ying Li oversees the Specialised Services Division in Fei Yue as the Division Head. The Division comprises of the Youth Department, Community Mental Health Department and Restorative Care Department.

Ms Marie Yeo

Marie leads the Strengthening Families Division in Fei Yue that runs a suite of programmes and services aimed at equipping couples, parents, families to build resilient and thriving relationships.

Marie graduated with a Bachelor of Arts (2nd Upper Honours) in History and Political Science and went on to obtain her Graduate Diploma in Social Work.  She cut her teeth at the Ministry of Social and Family Development as a policy officer, working up the ranks to lead the Family and Child Protection and Welfare Branch as Deputy Director (2008 – 2013), overseeing Child Protection and Welfare, Family Welfare, Fostering, and Family Violence operational-policy matters such as the Mandatory Counselling Programme, crisis and transitional shelters and public education.  She was seconded to Fei Yue after her Masters in Social Work in 2015, and later returned to MSF as Senior Deputy Director reviewing the family education landscape.  Since joining Fei Yue in 2019, she has spearheaded the setting up of new services in parenting support and KidSTART, and provides oversight on FAM@FSC counselling services, outreach and public education.

Driven by a deep passion for child welfare, Marie focuses on working upstream to prevent family breakdowns.  She believes that support should begin as early as a child is in the womb, providing essential guidance to couples and parents.  She believes that by fostering strong community networks and partnerships, we can create a nurturing environment for every child.

Mr Raymond Tan

Raymond Tan graduated from Nanyang Technological University with a Bachelor’s Degree in Civil Engineering and went on to deepen his expertise through training and certification in project management under the Project Management Professional (PMP®) framework. His areas of specialisation include user requirements development, project portfolio management, vendor management, IT strategy, and business analysis.

He has played an active role in supporting digital transformation efforts across various levels in the public service and has received accolades as an Innovation Champion for his role in driving meaningful change through technology. Since joining Fei Yue, he began by leading the IT department, where he partnered with stakeholders to strengthen the organisation’s digital readiness. This groundwork enabled Fei Yue to adapt swiftly during the COVID-19 pandemic, ensuring business continuity and uninterrupted client services.

Currently, he serves as the Head of the Corporate Services Division, where he oversees a range of functions including digital capability and innovation, corporate governance, applied research, finance and facilities management, and communications and partnerships. He remains committed to building strong foundations that enable the organisation to deliver on its mission of effecting life transformation in a dynamic and evolving environment.

Ms Rachel Tan

Rachel began her career in social service in 2000 after graduating with a Bachelor of Social Work from the National University of Singapore. She later obtained a Master’s degree in Counselling from the University of South Australia in 2009, further strengthening her professional expertise.

She brings over two decades of experience working with youths-at-risk, with a strong focus on upstream preventive and developmental interventions in schools and community settings. Since 2006, she has held progressive leadership roles, overseeing staff development, service centre operations, and organisational management. Her earlier appointment as Director of a Residential Home for children who experienced abuse or neglect reinforced her belief in the importance of strong and resilient families in supporting children’s healthy development.

Rachel joined Fei Yue Community Services in 2021, where she led a multidisciplinary team of Social Service Professionals delivering marriage programmes and counselling support services for couples and families. Currently, Rachel serves as Division Head of the Inclusion and Specialised Support Division (ISSD), providing strategic leadership to a transdisciplinary team of Educators and Allied Health Professionals delivering the Early Intervention Programme for Infants and Children.

Mr Leng Chin Fai

Chin Fai graduated from the National University of Singapore with a Bachelor of Accountancy and subsequently a Master of Business Administration. He went on to acquire a Master of Counselling from Chi Nan University, Taiwan. He possesses over twenty years of counselling experience.

Chin Fai played a pivotal role in pioneering services at Fei Yue. Under his leadership, Fei Yue expanded from its first location in Bukit Batok to 42 centres across Singapore in 35 years. He was the driving force behind the organisation’s success in attaining the ISO 9001:2000 certification, People Developer (PD) status, Singapore Quality Class (SQC) recognition, and Business Excellence Award, all on the first attempt.

In addition to his contributions to the development of the centres, Chin Fai is a sought-after speaker for workshops, trainings, and seminars. His clients include commercial companies, government ministries, statutory boards, MNCS, churches, community groups, schools, and social service agencies within and beyond Singapore. He is also frequently interviewed and featured across radio, television and the press.
