Early Intervention Programme for Infants and Children

Fei Yue EIPIC is an initiative aimed at supporting children aged 0 to 6 years who may have developmental, cognitive, sensory, or physical challenges.

Appointed by the Ministry of Social and Family Development (MSF) and the Early Childhood Development Agency (ECDA), Fei Yue Community Services is a designated provider of EIPIC services, ensuring specialised care and developmental support for young children at risk.

OUR SERVICES

The intervention approach at Fei Yue EIPIC is a combined use of principles from Activity-Based Intervention (ABI), Structured Teaching (TEACCH) and Routine Based Intervention (RBI).

We also practise Family-Centred and Transdisciplinary approaches to engage, educate, and collaborate with the families of our children.

The assessment will focus on the child’s self-help skills, cognitive skills, communication skills, social skills, and fine and gross motor skills, to determine the most suitable placement for the child in the centre.

Each child will receive an Integrated Therapy and Education Plan (ITEP) that contains the assessment notes and intervention goals for the child.

At the end of the ITEP period, Each child will receive an Integrated Therapy and Education Report (ITER) that contains the evaluated intervention outcomes and progress of the child.

Our Team

To meet the needs of our children and families, our team consisting of Early Intervention Teachers, Speech and Language Therapists, Occupational Therapists, Physiotherapists, Psychologists, and Social Workers aim to provide family-centred, coordinated and integrated services.

We do so by engaging in frequent discussions and communication amongst team members to facilitate deeper understanding of the child and the family.

The foundation course emphasises participation in routines in the home setting for children from high-risk families or with medically fragile conditions.

Providing focused one-on-one support to help children develop better self-regulation and improve their participation in daily routines.

Designed to focus on developing children’s gross motor skills and adaptive skills, as well as providing training for parents.

Enabling children to engage in consistent routines and schedules

Tier 1A (Foundational)

The programme offers support to children, enabling them to engage in consistent routines and schedules.

Educating children on how to behave appropriately in social situations.

Tier 1B (Foundational)

Educating children on how to behave in ways that are considered appropriate in social situations, which includes learning to share, taking turns, understanding personal space, and communicating effectively with others.

Tier 2A (Emergent)

The initiative focuses on the generalisation of learning to facilitate mainstream inclusion for children who require minimal support.

How to apply?

To apply, you can get a referral from a doctor at any local polyclinic for your child to be assessed at the Department of Child Development (DCD) at KK Women’s and Children’s Hospital (KKH) or at the Child Development Unit (CDU) at National University Hospital (NUH).

You can also opt to see a private paediatrician for the same assessment and recommendation. Once your child is deemed a good fit for the programme, either the hospital or the paediatrician will handle the application to SG Enable with your approval.

Frequently Asked Questions

Who is eligible to join EIPIC?

EIPIC is for children who are:

0 to 6 years old
Singapore Citizens or Permanent Residents
Assessed by a paediatrician to be at risk of a developmental, intellectual, sensory or physical disability, or a combination of disabilities; and
Not concurrently enrolled in any other MSF-funded EI programmes (i.e. DS-LS programme).

Who will conduct the initial Screening?

The Initial Screening is conducted within an hour by a team of professionals, including a Social Worker, Teacher(s) and/or a Therapist.

How much do you need to pay for EIPIC?

These are the fees for the programme
$10 to $430 (Singapore Citizen)
$20 to $1270 (Singapore PR)

Range of fee listed excludes GST and subsidies are based on household means-testing through HOMES, the Household Means Eligibility System.

When are the sessions held?

The sessions are held every Monday, Tuesday, Thursday, Friday. There will be no lessons on Wednesdays.
