(A) PRC Orphan Adoption: Adoption of children from orphanage

Fei Yue Community Services is accredited by the Ministry of Social and Family Development and  the China Center for Children's Welfare and Adoption to assist prospective adopters to adopt children from the People’s Republic of China.

The details of application in accordance to the Adoption Law of the People’s Republic of China and Registration Measures for the Adoption of Children by Foreigners in the People’s Republic of China are as follows:


Prospective Adopters

Prospective adopters who wish to adopt children from the People’s Republic of China should meet the following basic requirements:  

  1. Age: applicant must be at least 30 years of age, and the younger of the prospective adopters should not be more than 50 years of age;
  2. At least one of the applicants must be a Singapore Citizen, and the other party must be a Singapore Permanent Resident;
  3. Be financially stable, with a family annual per capita income of at least US$10,000 (i.e. for each family member including the prospective adopters). The family net asset value should be at least US$80,000;
  4. Have not more than 5 children;
  5. Be physically and mentally healthy;
  6. Have received education of or above the level of senior high school, or vocational skills training of the same level;
  7. Have no criminal records for seizable offences, including but not confined to, child abuse, sexual offences, violent offences and drug abuse;
  8. Couples in their first marriage must be married for at least 2 years; couples in their second marriage must be married for at least 5 years.


The Adoption Process

Upon receiving the completed application form from prospective adopters, arrangements will be made in the following stages:

Stage 1: Assessment of Suitability to Adopt

Attend a compulsory pre-adoption briefing by signing up at www.adoption.gov.sg

  • Home Study Report (HSR) conducted by an accredited Assessor to assess applicants' suitability to adopt.
  • Authentication of documents at the Ministry of Foreign Affairs & China Embassy

Stage 2: Submission of Application to Adopt to CCAA

Submission of application to the China Centre for Children's Welfare and Adoption (CCCWA). All applications will go through the process of registration, translation, document-checking and child-matching.

Stage 3: Receive Matching Result & Prospective Parents to Travel to China (about 2 months)

  • Receive child matching result from CCCWA. Fei Yue will arrange to meet up with the prospective parents to hand over the matching result, consisting of photos as well as the medical and growth reports of the matched child.
  • Acceptance of child by the prospective parents.
  • Notice of Coming to China for Adoption issued by the CCCWA within 4 weeks of receiving the letter of acceptance by prospective parents.
  • In-Principle Approval for Dependant Pass issued by the MSF.
  • Prospective parents travel to China for child placement and to complete the immigration process (9-10 days; or 11-12 days if your adopted child is from Guangzhou Province).

Stage 4: Legal Adoption Process in Singapore 

  • MSF issues Dependant Pass for the adopted child
  • Adoptive parents to engage a lawyer to file a Petition for Adoption at the Family Court:
    • Service of Adoption Petition on MSF to obtain Director of Social Welfare’s consent to obtain guardianship of child
    • Social Investigation Report by MSF, final hearing of Petition and granting of Adoption Order
    • Registration and collection of new birth certificate
    • Application for Singapore Citizenship
  • Fei Yue will conduct 6 Post Placement Reports at the following intervals: 1 month, 6 months, 12 months after adoption and thereafter at the second, third and fifth year
  • Applicants is required to attend 12 hours of pre-placement adoption training

(B) Adoption of Stepchildren or Biologically-Related Children

Prospective Adoptors

Prospective adopters who wish to adopt stepchildren or biologically-related children from the People’s Republic of China should meet the following basic requirements: 
  1. At least one of the applicants must be a Singapore Citizen and the other party must be a Singapore Permanent Resident or an Employment Pass Holder.
  2. All applicants must obtain consent from the adopted child’s natural parents. If the natural parent(s) is/are dead or missing, the applicants must produce the death certificate(s) or make an application to the Chinese court to announce that the natural parent(s) is/are dead.

The Adoption Process


The adoption process for adopting stepchildren or biologically-related children is as follows:

Stage 1: Assessment of Suitability to Adopt

Attend a compulsory pre-adoption briefing by signing up at www.adoption.gov.sg 
  • Home Study Report (HSR) can be prepared by the Adoption Resource Centre after they have conducted an assessment on theprospective parents’ suitability to adopt. Fees are chargeable.
  • Authenticate and notarise all documents at the Ministry of Foreign Affairs and the Chinese Embassy in Singapore

Stage 2: Submission of Application to Adopt to CCAA

Submission of application to China Centre for Children's Welfare and Adoption (CCCWA) through the Adoption Resource Centre that prepared the applicants’ HSR. The agency will assist with such administrative requirements at a fee.  Translation fees and other administrative fees may also be chargeable by the CCCWA.

Stage 3: Receive Application Outcome & Travel to China

  • Receive application outcome from CCCWA through the Adoption Resource Centre
  • Prospective parents travel to China for to complete PRC adoption procedures upon successful application. All parties involved in the adoption, i.e. the child, the applicants and the natural parent(s) giving up the child for adoption, are required to be physically present at the Civil Affairs Department where the child’s permanent residence is registered, to register the adoption.

Stage 4: Legal Adoption Process in Singapore

  • Upon completion of registration, applicants may apply for a Dependent’s Pass at MSF to bring the child over to Singapore.
  • The usual procedures will apply for adopting the said child in Singapore. You may refer to www.adoption.gov.sg or call the MSF hotline at 6355 6388.
