Adoption-International Children

Prospective Adopters

Prospective adopters who wish to adopt children from other countries (excluding China) should meet the following basic requirements:

  • At least 25 years of age
  • At least 21 years older than the child
  • Being a resident of Singapore

Even if you are under the age of 25 and less than 21 years older than the child, the adoption may be allowed if you and the child are related by blood or if there are other special circumstances justifying the adoption.

If you are a single male, you will not be allowed to adopt a female child in the absence of special circumstances to justify the adoption.

Foreign prospective adoptive parents (including permanent residents in Singapore) should consult their respective embassies and obtain a letter stating the embassies' support for the adoption and that the child will be conferred citizenship upon application by the adoptive parents.


The Adoption Process

Stage 1: Assessment of Suitability to Adopt (5 weeks)
 
Attend a compulsory pre-adoption briefing by signing up at www.adoption.gov.sg

  • Home Study Report (HSR) can be prepared by one of MSF’s accredited agencies. Upon receiving the completed application form and other supporting documents from the applicants, an Assessor will be assigned to conduct an office interview and home visit to produce the HSR.

Stage 2: Identify a foreign child for adoption

Prospective adopter(s) may approach their friends, relatives, foreign agencies or the Embassies concerned for assistance to adopt a foreign child.

  • When the prospective adopter(s) has identified a foreign child for adoption, the prospective adopter(s) should submit the HSR and the application for a Dependent's pass (DP) for the child proposed for adoption to MSF.
  • Upon receiving the completed application forms, a 2 weeks’ duration will be required to process and issue in-principle approval.
  • The child should only arrive after the approval of Dependent's pass (DP) from MSF.

Stage 3: Engage a Solicitor for Legalisation of Adoption in Singapore

Prospective adopter(s) petitions for the adoption of the child can be submitted to the Family Court through a solicitor or in person.
